 We, the successor generation of Mr. Stefanus Samberi, know the History of West Papua and the Political Status of West Papua within the Unitary State of the Republic of Indonesia (NKRI), based on the Document left by Mr. Stefanus Samberi.

 

 The following is the history of the struggle of Mr. Stefanus Samberi.

 

 1). As Veterans.

 

 2). As a Junior Labor Inspector in the UNTEA Government (UN) in West Papua and has a valid UN Card Number 206 which was given directly by the Deputy Secretary General of the UN (the late Orthiz Sanz) in 1962.

 

 3). As a West Papuan figure who represents the people of West Papua, he signed a Contract Agreement with the Government of Indonesia for the Development of West Papua covering Education, Health, and the Economy of the West Papuan People for 30 years (1967 - 1997).

 

 4). As a West Papuan figure representing the people of West Papua, he signed the First Contract of Work Agreement of PT Freeport McMoran for 30 years (1967-1997) for the development costs of West Papua.

 

 5). As a West Papuan figure requested by

 Indonesian government

 become the leader of the movement

 Red and White West Papua

 in 1968.

 

 6). As a West Papuan figure who was sent by

 The Government of Indonesia, on behalf of the West Papua Red and White Movement

 to the Netherlands to negotiate with the Government of the Kingdom of the Netherlands regarding Self-Determination to be changed, as the People's Opinion Determination which was then approved 100%

 by the Government of the Kingdom of the Netherlands in January 1969.

 7). As a milestone figure in the successful implementation of the People's Opinion, (1,025 members of the PEPERA Deliberative Council were members of the West Papua Red and White Movement) during PEPERA in West Papua in 1969.

 In 1983 Mr. Stefanus Samberi met with the President of Indonesia (the late Suharto), after meeting Mr. Stefanus Samberi returned to Jayapura using a Garuda plane, and during transit at Makassar airport, Mr. Stefanus Samberi was reported to have died, the coffin was wrapped with a flag. Merah Putih was sent to Jayapura and was closely guarded by the Indonesian National Armed Forces (TNI) using long-barreled weapons, our extended family asked for the coffin to be opened but it was not allowed by the TNI officers who were on guard at that time, until they were buried by the military in Waena Heroes Cemetery. The death of Mr. Stefanus Samberi is full of mystery, because our extended family has never seen the contents of the coffin, since then his name and struggle

 covered by the Indonesian government.

 Therefore, we ask the President of the Republic of Indonesia to be responsible for the mystery of the disappearance of Mr. Stefanus Samberi, the problem of historical rectification, the PT Freeport McMoran Contract of Work, and the West Papua Development Contract for 30 years (1967-1997) within the Republic of Indonesia failed, and more than 30 years have passed.
